In part that's because the federal government elected to install unions, against Roosevelt's warnings, which have now become so powerful that it's almost impossible to get fired from a federal government job.
The federal bureaucracy has political appointees at the very top, who are often incompetent, and change with the political wind, then a few layers of career government managers who are also impossible to fire while they pad their incomes and retirement benefits, all overseeing the most powerful unionized workforce in the nation. None of these people are ever really accountable to anyone.
That's why the federal bureaucracy is now the 4th, and most powerful, branch of government.
